Code of Conduct


Valley Mall, including its parking lot, the plaza, and various surrounding retail locations, is private property. As such, entry onto and remaining on this property is a privilege, not a right, and Valley Mall reserves the right to refuse or revoke access to any individual at any time, for any reason, provided it is not in violation of applicable law. The following Code of Conduct is established to protect the Shopping Center's legitimate business interests. Any violation of this Code interferes with the commercial nature and function of the Center. Valley Mall reserves the right to modify or add to this Code of Conduct at any time. Please contact Mall Management for additional information.


As a visitor on this property, you and other customers are prohibited from engaging in any of the following activities:


1)    Right to Refuse or Revoke Access: Entry onto and remaining on Valley Mall property is a privilege, not a right. Valley Mall reserves the right to refuse or revoke access to any individual at any time, for any reason, provided such action is not in violation of applicable anti-discrimination laws.

2)   Smoking or Vaping: This includes traditional cigarettes, e-cigarettes, vaporizers, and any other similar products, except in clearly designated outdoor areas.

3)   Disruptive or Offensive Behavior: Using physical force, obscene language, obscene gestures, or any form of discriminatory slur (including those based on race, religion, ethnicity, gender, sexual orientation, disability, or any other protected characteristic) that is likely to create a disturbance or infringe on the peace and comfort of other patrons.

4)   Threatening or Annoying Others: Physically or verbally threatening any person, engaging in fighting, annoying others through noisy or boisterous activities, unnecessary staring, following another person through the Center, or using sexually explicit language or conduct. This also includes any other behavior that creates a disturbance, interferes with, disrupts, or endangers the Center's patrons or its commercial function.

5)   Impeding Movement or Safety: Running, skating (including "heelys"), rollerblading, skateboarding, riding a bicycle, scooter, hoverboard, or segway. This also includes obstructing or interfering with the free flow of pedestrian traffic or with patrons' view of windows and tenant displays, or assembling for the purpose of disturbing the peace, engaging in any offensive behavior, or committing any unlawful act.

6)   Littering and Property Misuse: Creating litter by throwing, discarding, or depositing any paper, glass, or other matter of any kind on the property, except in designated trash receptacles. Rummaging through or removing items from trash receptacles is also prohibited.

7)   Property Damage or Vandalism: Defacing, damaging, or destroying any real or personal property belonging to the Center, its patrons, or its tenants. This includes, but is not limited to, writing, spraying, scratching, or otherwise affixing graffiti on such property.

8)   Excessive Noise: Yelling, screaming, singing, playing musical instruments, radios, tape players, or other sound amplification devices. This also includes otherwise communicating in a manner that creates noise of sufficient volume to impinge on the hearing or peace of the general public.

9)   Unauthorized Expressive Activity: Engaging in expressive activity not sponsored by the Center or an enterprise(s) engaged in business at the Center, without complying with the Center's rules for such activity. This includes, without limitation, the solicitation of money or other contributions or donations, the distribution of commercial advertising or promotional material of any kind, or offering samples of items which are sold, available for sale, or available in exchange for a donation or contribution, except with prior written permission of Mall Management.

10) Inappropriate Attire or Behavior: Failing to be fully clothed, or wearing apparel that disguises, obscures, or conceals the face (including but not limited to costumes, hoods, or masks), other than those necessitated by a medical condition or worn for religious reasons. Also prohibited is wearing apparel or gesturing in a manner that is likely to provoke a disturbance or embroil other groups or the general public in open conflict.

11)  Improper Seating: Sitting on floors, handrails, stairs, escalators, trash receptacles, or other areas not specifically designated for seating.

12) Open Alcohol Containers: Possessing any open can, bottle, or other receptacle containing any alcoholic beverage, except in areas specifically designated for the consumption of alcohol.

13) Loitering: Loitering, delaying, lingering, or remaining idle about the property without any useful business for being present.

14) Blocking Access: Congregating in groups of three (3) or more which hinders or interferes with the flow of other shoppers or obstructs entryways or walkways.

15) Weapons Possession: Possession of any item that could be used as a weapon, including but not limited to: firearms, explosives, fireworks, clubs or sticks over ¼” in diameter (with the exception of umbrellas or walking canes), chemical dispensing devices, knives with blades over 2” in length, or any other object(s) that may be used in any way to inflict bodily injury on another person.

16) Violating Laws: Violating any federal, state, or local law or ordinance.

17) No Overnight Camping or Parking: Absolutely no camping or parking overnight. All violators will be towed.

18) Unauthorized Photography or Videography: Photographing or videotaping any individual or entity on the Center’s property without prior consent of the subject or Mall Management.

19) Animals (Service Animals Only): Animals are not permitted, with the exception of service animals trained to provide assistance to disabled patrons and/or in the company of patrons who are training such service animals.


Those failing to or refusing to follow this Code of Conduct will be asked to leave the property.


Failure or refusal to leave the property will result in arrest and prosecution for Criminal Trespass.
